WHEN SHOULD CONCRETE CYLINDER TEST RESULTS BE QUESTIONED?

In some instances, even if concrete breaks show low-strength concrete, it ain't necessarily so. Low cylinder breaks are often caused by improper mix design, inadequate components, or improper mixing of the ingredients. However, sometimes the culprit is poor sampling and testing procedures, as well as poor quality control in the field on the part of the inspecting and testing personnel.
